Because they never asked him to block long enough. And Noah Spence isn't going to bull rush a lot of guys. 
Everything was short quick passes, half the time the QB rarely got depth in the pocket. 

He still opens his hips and shoots his hands wide. 
Unless that changes, he will still be bad in pass pro and be a bad LT.
