Suppose you run a business and decide to hire 1000 new accountants. Well surely your dollars and cents are ALL going to add up perfect every time and you'll make a gazillion bucks because you have the most accountants despite the fact that you only have 10 employees other than the 1000 accountants and you hired those accountants with a sign on the bathroom wall at the local bar: Wanted: Anyone who can add 2+2. Great pay and benefits, but heck, you have 1000 accountants..
It's not the amount of people, it's the quality of the people. You can have 8 very bright, well trained people on your staff or 50 people who couldn't pour piss out of a boot with instructions stamped on the heel. Guess which ones are probably going to be more reliable? The 8 or the 50? Gee, tough call. 

So you think our 8 scouts are just 3 times as good as the Steelers 19?

We haven't won a playoff game in 26+ years. The Steelers have 6 Super Bowls.

Both the Steelers and Ravens have WON 2 SUPER BOWLS since we last won a playoff game and appeared in 6.

It's clear that what the Bengals do doesn't work and when it does work it will be an anamoly and short-lived. We've had exactly 3 of 49 seasons contain a playoff win. 3!
