many of these so called "quotes" were from people who claimed to hear them second hand. But it is clear that when he was still in Texas he had a different view on the civil rights movement than he did as President.
But it doesn't really matter. His actions regarding Civil Rights Act are much more important than what he said in private. I can find plenty of quotes from people who originally were against aame-sex marriage, but later fought for it to be legal. What they said in the past is not nearly as important as what they finally achieved.
