Well, as someone who works with the poor on a daily basis, sales tax RARELY affects them. In all my years working with them, I've never once heard one of them complain about sales tax. 

I would imagine it affects the rich more as they're capable of purchasing more things and would end up paying more in sales tax. But, what would I know? In my world, the rich buy more than the poor.
