Agreed he's a liar about the not getting the raise bit. No question. They weren't good raises 2011-2016 (1.0%-1.7%), but 2010 it was 3.4% and 2017 (which was approved by Obama in 2016) was 2.1%, both of which were pretty good ones. At least the 2017 one matched the inflation rate.

That said, can it really be a "fact check" if they claim Trump "pushed for 10%" is a lie because he "only got them a 2.6%"?

I can say I pushed for Anna Kendrick to go on a date with me. Just because she didn't end up going on a date with me doesn't make that a false statement, though.
