They have attempted to attach some strings to the money for corporations/industries because, well, the government should attach strings to money going to business interests that failed to make adequate plans for things like this, but Republicans just want to hand out free money, instead.
If you don’t attach strings to the money corporations will pay executive bonuses instead of helping their clients like what happened during the housing market bailouts.
