I think the implication is that with a police dept., they wouldn't need private security.

But after abolishing the police dept., they now use taxpayer money to protect themselves, leaving other citizens exposed.

However, the police aren't "gone." The police dept. will be replaced by a new model of community security,

and meantime police are still on the street.
