An example is when team X is looking for a depth body for the short term due to an injury without any concern about fit into the scheme.  After the 3 weeks are up, the player will be released.  If the player doesn't fit the scheme, then that team will not add the player to its own practice squad.  The orginal team will have already signed someone else to take that spot, and will probably not sign the player back since they moved on voluntarily.  The guy had the ability to stay where he was and try to grow within a system, but now is left without a job at all!
Because Williams turned down offers by several teams

Williams was offered practice squad jobs and no one offered him a job on the 53 man roster.
