This would have been enforced between downs, as the continuing action of the previous play had ended. After the invalid signal foul is enforced five yards from the 23 to the 18, the unsportsmanlike should have been marked off after the chains were set. Since it would have been a half-distance penalty, this would have been 1st-and-19 from the 9.
