There's videos from even at late as Jan 23rd where the head of WHO said word for word that there was no evidence of human-to-human transmission outside of China, and said that the cases of human-to-human transmission in China seemed to be limited to family groups and healthcare workers taking care of them.
1. Human to human transmission outside of China means community spread.
2. Human to human transmission in China is, well, human to human spread.
