I think the Iloka replacement would already be on the roster.

Shawn Williams with 5 starts- 28 tackles, 2 INT, 5 passes defensed
George Iloka in 12 starts- 47 tackles, 1 INT, 4 passes defensed

I'd prefer to have Iloka back, but I think Williams had a bit of a learning curve as well, and he's arrived as a starting caliber player. 

We didn't really miss a beat in the 4 games Iloka missed last season.

Iloka is one of the best safeties in the game and he is only 26 years old compared to Reggie Nelson who will be 33.  Iloka is a key piece for the Bengals.
