Had he actually appeared to be attempting to catch the ball, rather than having it doink off of his facemask, the ref likely would have been a little more forthcoming with the flag?

Trenton Irwin is an average outside the numbers and seam route receiver. On crossing routes or contested balls, not so much. Trying to turn Irwin into Tee Higgins is not smart.

That's literally what he is.
Irwin is in because Higgins is out.
I'm sure the team knows that Burton is more dynamic than Irwin, but I would assume they don't think Burton is far enough along to take that many offensive snaps.
Charlie Jones is basically a nonfactor on offense, and it potentially might be because they want to make sure he's ready for PR.
Irwin is, by definition, WR4. He's backing up Higgins.
Burton WR5 while he continues to grow. I do think we'll see Burton's offensive snap counts continue to grow throughout the year though.
I do wanna redact what I said before that Irwin will go back to backup and play ST once Higgins is back.
I thought Irwin played more ST, but it turns out he's not played more than 22 ST snaps in a season during his whole career.
In that case, I would be completely ok finding a different veteran WR to replace him that we would have more confidence in.
There aren't that many guys out there I'd really think would be HUGE upgrades that could play both outside and inside, but there are guys who would probably be at least slight upgrades.

Note though that the Bengals will not spend much of anything to get another guy because that would eat into what they could pay other guys or carry over into next year. It would be $2 mill or less.

Zac Taylor 2023: 9 wins despite losing Burrow half the season
Zac Taylor 2024: Started 1-4. If he can turn this into a playoff appearance, it will be impressive.

If he catches 1 out of 6 targets, how open could he have been? He's played the majority of the offensive snaps in both games this year and he has 2 catches for 11 yards on 8 targets.
Even last year he played 39.42% of the offensive snaps. That's far too many for an Irwin-caliber player.

But a penalty is a penalty. If that was the case couldn't you argue the flag against us with Kielce on the interception play? The ball wasn't even thrown to him.

I am not a fan of Irwin or Jones. Neither should be on the field unless rebuilding or preseason. Bengals will need to draft another WR next year (and several IDL/edge).

He also botched the pick play.
If he is going to play he needs to be MR. Fundamental. That was not it.

He's better when playing with great players but when he has to be your #2 or #3 then we're kinda screwed. Burton should be getting his snaps no doubt about that.

I like Irwin a lot. He is someone that Burrow trusts to be in the right spot, know the checks and audibles, and is reliable to catch the passes that he should catch.
I think that pass in the end zone was the outlier.
I also think we are relying on him too much at this point. He doesn't have elite speed, size or strength. The power of having a guy like Irwin is that he allows you to rest your more impactful starting receivers without limiting your playbook.
I am hopeful that Burton will begin to take more snaps as the season goes on because he has game breaking speed and hands. We just need him to learn the playbook and all the checks so that his presence on the field does not limit Burrow's ability to shift the call from the field.

Irwin is the carrot. If you hand his spot to Burton without Burton putting in the work to take it you're in trouble. But Irwin is supposed to be solid but not spectacular. And he wasn't solid.
