In order of 2016 cost....

The big "if" on this list is Zeitler.  He isn't worth more than above average guard money.  Maybe $6 million per?  If he thinks he is getting more, go for it.  We aren't paying it.

The no-doubters are Whit, Dre, and Sexy.  

Love Peerman on ST, and I think Hunt is still a solid choice as a rotational lineman in any spot, plus he single-handedly changed the outcome of three games with blocked kicks.  (Although the Texans game was still a loss, they would have lost the Redskin game, and did win the Jet game...and this was really his first year getting chances).

Lastly, I included Peko because I believe in a rotational situation, he is still a very smart and tough player.  It wasn't his fault Billings and Hardison went down early and Fat Pat has zero conditioning.  I think he can still contribute and I want him to retire a Bengal.

Whit should be a priority.

LaFell earned another contract. Won't cost much and he's reliable.

Dre is playing better than the other corners.

I'd keep Zeitler.

I'd keep Dre over Zeitler if it comes down to choosing between the two.

I'd take Gilberry over Hunt. Defensive line plays better when Gilberry is in the rotation and he doesn't cost much.

I'd keep Burkhead, he's a decent backup.

I voted DreK and Zeit.

The rest are expendable. Including Whit.

Bash me all you want but he is old and had quite a few plain boneheaded penalties this season. If he wants back up money for a back up role then I'd consider it.

Zeitler was rated as like the fourth best offensive lineman at his position in 2016 by PFT. He was really good this year, as was Whit. I think letting Zeitler walk would be a mistake, much like when we let Andre Smith walk.

Rex Burkhead is a must. Guy runs hard and finds the hole. I think if he would have started over Hill we may have made the playoffs this year.

Yes, because the Bengals are loaded with great tackles once you take Whit out of the equation. I am sure Dalton appreciates getting hit every 1.5 seconds, too.

Who I think they'll bring back:

There are already reports of them talking with Peko's people. Unless other teams are beating down his door, I think he's back. Jim O has repeatedly beat the drum about them not wanting anywhere near a 10 mil per contract for Zeitler. I don't think they let him and Dre both walk.

They are insane if they let Whitworth walk. His play hasn't dropped off much if at all and the o-line is going to get even weaker when Zeitler chases a contract elsewhere. Whit is way too important and his departure creates a huge need at LT since nobody here now can do the job effectively. That means there's a good chance they go OT in 1 if one is available. This equals a weaker roster than they began with this season.

Letting Fat Andre walk wasn't the mistake...he was out again for being fat, I mean injured.  Not starting Fisher at RT over Ced was the mistake, and at the very least, make the switch earlier when it was obvious to everyone else he was not ready.  
I like Zeitler, but he simply isn't worth the kind of money he is likely to be looking for.  A team like Cleveland, with a ton of cap space after their purge, might over pay him but that doesn't mean the Bengals should.  Maybe sign a veteran FA Guard if they aren't sure about Westerman, and there is always the draft.
