I dunno if they don't understand how those taxes work, or if they're just using it as an excuse to do what they wanted in the first place (make it a non-profit). The business doesn't actually pay the tax, it's a pass through. 

About 12 years ago they passed a restaurant tax here for tourism. 2%. The business community freaked out at first... until the city had some public meetings to explain that it's a pass through tax, like a sales tax. The business isn't paying it, the customer is. The business just gets forced to act as the collector. The Ark Park ticket tax would have been the same. They could have just offset ticket prices .50 cents and moved on.
