Since moving to Ft Benning in 2014 it is called the Maneuver Conference. I have not attended since it has relocated from Ft knox. here was last year's agenda:

From what we see in the video I will say it was justified if the first shots came after he reached for his waist band.

Even if the first shot occurred before he reached for his waist band he has no one to blame but himself, but the justification of lethal force can be called into question.
