Probably not. I think I read only 28 million unique emails between those accounts. Even then, that doesn't take into account fake accounts (like Bill@whitehouse.gov or GeorgeBush@whitehouse.gov), one person using multiple email addresses, and people who made accounts without realizing what the service was or ever verifying it.

Though I wouldn't find a 1 in 10 number surprising for cheating.
