Maybe.  If you're interviewing coordinators, I'd be asking candidates what they could get out of the DBs in-house.  

If guys like CTB, Hill, Turner and Battle start looking decent, then I'm blaming the coaching.  If they fail to meet expectations gains, then it's a evaluation issue, ie largely Duke.  To that point, caches are involved in scouting and evaluation, so there's no real scenario where they don't bear some responsibility.
