The Bengals season would be over before it even began. Yes you are correct that he'd also suffer, but Mutually Assured Destruction is still leverage. It's a time-tested and proven leverage.

I think things would have been a hell of a lot better right now if Katie hadn't gone to the media first with her "He should be happy with what we offer" nonsense. For all his many faults, you would NEVER have heard Mike Brown going to the press with that type of line. Nor would he have promised that if he accepts a 1 year and play well they'd take care of him next offseason. He'd have been upfront about reality rather than trying to massage the situation.
There's also the fact he got the opportunity to see what other teams would be willing to offer him as a contract, so when you see teams are willing to pay you a whole lot more it makes it even harder to settle for less when the only thing holding you back is the Bengals valuing you higher in draft pick demand than they're willing to pay you.
And again, every time you just throw out that 28 number I still feel the need to continue to point out that's only a rumored offer, and we have no idea how long the offer is or how much of that offer is guaranteed which means the two most important pieces of information are missing. Plus the $28m would still put him 8th among edges and only making 70% of the top of the market and 78.6% of what Danielle Hunter is making. They're the same age and Trey is better and more productive.
