His history and Burton are different,  clean in college coaches raved about his work ethic, he has not shown the character flaws that Burton has had.

I wouldn't even care, if the dude at least had big stat numbers to back up his "testing and measurables", but the reality is that he's got next to nothing in sacks, and in the NFL most of his QB hits would likely draw a flag. That sadder reality to this situation is not only did the Bengals appear to make a poor selection, if this dude fails to sign he's likely only looking at much, much less of a contract if he re-enters the draft next year. The world now knows that he and his agent are a "problem".

I think that you may be overthinking the entire situation. The guy has not played a down, nor even signed his rookie contract. It's much, much too early to be thinking about his long term prospects. He needs to prove that he belongs on an NFL roster, first and foremost.

Yes. Bengals can trade his rights, but it would be a damaged goods trade. No other Team would give a a return commensurate with the 17th pick of 2025. 

The alternative is to retract the offer and Shemar can enter the draft next year. Or Shemar can refuse to sign the offer and do the same.

My view is that if Shemar doesn't sign the offer and misses camp, and decides to sign the week before season opener, he is of minimal value this year for us.
